USB selective suspend is a power-saving capability that can turn off USB ports in a wrong manner. Deactivate it:
1. Surface to Power Options > Change plan settings > Change advanced power settings.
2. Click on the Expanded USB settings > USB selective suspend.
3. Disabled.
4. Reset your computer and re-invent the device.
